Creador de la metodología para la toma de decisiones bajo incertidumbre profunda. Es economista senior de la RAND Corporation y profesor de la Pardee RAND Graduate School. Ha presentado apoyo analítico a la Oficina de Política Científica y Tecnológica de la Casa Blanca y otros organismos del Poder Ejecutivo; se ha desempeñado como consultor del Banco Mundial y la OCDE, entre otros. Fue director fundador de la Iniciativa RAND Israel de investigación sobre política interior y es miembro fundador y actual presidente de finanzas de la Sociedad Internacional para la Toma de Decisiones en Condiciones de Incertidumbre Profunda.
